Update makefile to create kubeconfig (#685) 
Per https://github.com/kubernetes-sigs/cluster-api/issues/1796, the
`kind get kubeconfig-path` command no longer works.  Update makefile
to create kube-bench local kubeconfig and use that.

1. Improves empty string test (len vs str == "")
